The text of the declaration is as follows

 

Statement to the public

 

On behalf of local civil society organisations operating in Hasakah, the Civil Society Organisations Platform, the Coalition of Civil Society Organisations in Northern and Eastern Syria, activists, journalists, lawyers, intellectuals, tribal elders, dignitaries, people with special needs, women and independent personalities:

We strongly condemn the irresponsible attacks by the Turkish army and its affiliated armed groups on populated areas and vital facilities along the Syrian-Turkish border, including cities and towns in the governorates of Hasakah, Raqqa and Aleppo.

These attacks, which used artillery shells, mortars, drones and warplanes, targeted safe villages as well as several key service facilities, such as the gas and electricity plant in Suwayda, the power plant in Amuda, the grain silos, the medical dispensary and the power plant in Qamishlo, the oxygen factory, the Zouzan cheese and dairy factory in Dirk, the automatic bakery in Dirk and Amuda, the oil stations in Tirbesbey, Rmelan and Kograt, and other infrastructures, in addition to the internal security checkpoints, which play a key role in protecting the civilian population and establishing security and stability.

These attacks have resulted in 18 casualties, including two children, and 68 injuries as of the moment this statement was prepared. These acts constitute a flagrant violation of international humanitarian law and a threat to the security and stability of the region.

The ongoing and disproportionate attacks by the Turkish army against civilians in northern and eastern Syria constitute a war crime under Article 8 of the Rome Statute of the International Criminal Court, and the Turkish army, as the occupying power of parts of Syrian territory, has a legal responsibility to ensure the protection of civilian life and property during armed conflict.

We demand an immediate cessation of attacks on civilians, infrastructure and vital facilities and respect for international humanitarian law, and emphasise that the deliberate targeting by the Turkish government amounts to war crimes under the provisions of international criminal law. We call upon

UN Security Council/United Nations/European Union: Take immediate action to protect civilians and their basic rights in northern and eastern Syria, and pressure the Turkish government to comply with international humanitarian law and stop exporting its internal problems onto Syrian territory.
